Paper derives set of necessary conditions for singular arcs; classical Weierstrass and Legendre tests as well as maximum principle fail to determine nature of extremal path; second variation of function to be minimized is evaluated for defined control variations; dominant term of power series in tau, parameter of control variation which is allowed to approach zero in limit, is calculated and examined for semidefiniteness; should this term be zero for particular problem, new control variation is chosen and procedure repeated; results of analysis are applied to problem of rocket flight in inverse square law field.
