Data presented can be considered official information of Motor Vehicle Pollution Control Board under contract with Scott Research Laboratories; surveys of smog forming pollutants from exhaust of California car population showed range of emission of up to 10 to 1 between worst and best cars; to determine effectiveness and cost of tune-up approaches, following phases were explored -- general tune-up, Automobile Manufacturers' Assn tune-up, diagnosis and prescribed smog tune-up, and package smog tune-up; engine systems affecting emissions of older cars are ignition system, carburetion, and exhaust valve leaks.
