Necessity is stressed of surfacing Mexican roads so that they may be open for wheeled traffic throughout year; average traffic ranges from 200 to 1000 vehicles daily and will increase; 2500 km. of highways built during five years; discussion of cost of surfacing dirt roads and of maintenance and repair; advantages of use of petroleum to preserve road surface.
