By-pass highway is still important and necessary element in highway transportation, but it is essential that it be designed along modern principles in order to safeguard investment against early obsolescence and loss in transportation efficiency; designer must differentiate carefully those conditions to which it is adapted from those where it will serve no useful purpose.
