Initial evidence of flutter of fully submerged hydrofoil of small aspect ratio under controlled experimental conditions; flutter was produced by increasing inertia in one of 2 degrees of freedom above normal foil mass; influence of several primary parameters was studied; some conditions under which flutter of displacement or hydrofoil craft could be anticipated are discussed.
