Many of transportation problems appear solvable only through full exploitation of air transport; question is raised as to whether aeronautical research and development have been fully effective in providing base for rapid and successful development of necessary air transportation; review is made of growth of aeronautical research and development (R and D); it is concluded that imbalance exists between experimental and theoretical efforts, and that great need exists to refine and extend scientific theories of importance to aeronautics; aeronautics R and D has neglected to examine socioeconomic impact of its activities and to account for these in developing programs.
