New traffic surveillance and control system in tunnels and in critical roadways which happen to have walls and ceilings is described; problem of maximizing traffic production through roadway section receiving higher traffic demands than it can pass through to roadways downstream having higher capacities is discussed; new system is designed to minimize production losses due to disabled vehicles by reducing likelihood that vehicle will become disabled on critical roadway, and by removing disabled vehicles more rapidly.
