Surest way to hasten federal regulation of production and conservation of natural gas is to undertake to stop or seriously interfere with its transportation and sale in interstate commerce; state is without power to prevent privately-owned articles of trade from being shipped or sold in interstate commerce on ground that they are required to satisfy local demands or because they are needed by people of that state.
