Success or failure of United States supersonic transport program depends on proper recognition of importance of SST program to United States; realistic government appraisal of financial risks involved, and of limited capacity of industry to shoulder any appreciable portion of risks of such magnitude; solving technical problems in such way as to increase economic operating effectiveness of SST at competitive initial price; government willingness in rate and route decisions to set environment for building financial strength of airlines so that they may purchase SST's without further support.
