Paper examines role of way roughness in vehicle-way systems, considering roughness as constraint upon quality or level-of-service which can be attained in transport system; interaction between roughness and vehicle-way system is explored and elements of transportation systems, directly related to roughness, are examined; role of roughness and progress made in reducing or eliminating it are critically reviewed for natural terrain, stabilized surfaces, portland cement concrete surfaces, asphaltic surfaces, bridges, and guideway-guided vehicle systems; recommendations are made concerning future research.
