Vehicle is intended as inexpensive reliable means of launching experimental payloads of some 200 lb into low polar orbits; vehicle consists of three stages, first and second stages using liquid propellants hydrogen peroxide and kerosene; these stages are fully controlled; third stage is spin stabilized solid propellant motor; satellite is carried above solid motor and will be separated from it after injection into orbit; details of stages, control systems and vehicle operation; flight development program of three firings.
