Center, located at Huntsville, Ala, is identified as heavy launch vehicle development center for United States space program; center's launch vehicle role is gradually changing, however, to utilize new advances made; rocket activity, especially that involved with Saturn space launch vehicle, will continue to be center's main task; future programs are indicated; center is divided into Research and Development Operations and Industrial Operations; first organization has eight laboratories and four staff offices that do basic work of design, development, fabrication, and testing of launch vehicles or payload programs under development; their responsibilities are described; Industrial Operations has nine program and staff offices, plus two subordinate field establishments.
