It is suggested that traffic light green times should be adjusted to balance queue on its various arms during conditions of heavy congestion; in this manner vehicles queue may be arranged so that minimum number of junctions are blocked by waiting vehicles; method involves use of sampled data feedback loops at each junction; dynamic behavior of isolated junction is considered and analysis is extended to network of junctions; it is suggested that stability of network may be improved by use of coordinating signals transmitted between junctions; stability criteria for controller parameters are established.
