Discussion of certain problems associated with "load factor " and problems conventionally associated with measurement of delay; current status of delay theory and problems and limitations in its application; examination of queuing theory allowed practical solution of two problems associated with vehicle delay measurement; method of field measurement of vehicle delay was developed; method is based on theoretical approach and prescribes simplified technique of field data gathering and calculation.
