Procedures for estimating and forecasting demand for transportation yield results that necessarily relate to some definition of demand; paper examines definitions implied by current estimating and forecasting procedures, and concludes that no definition of demand is currently available which includes all desired characteristics; conceptual framework for developing more nearly adequate definition or specification of demand is suggested; most promising prospect for improving validity of demand forecasts appears to be in development of imaginative and innovative approaches which take account of causative forces underlying need for transportation.
