Horns, lights, and red warning sign are actuated by vehicles going wrong way on freeway exit ramp near Sacramento, Calif; detector buried in pavement activates warning devices and is designed so that movements of right-way vehicles pass unnoticed; devices are part of experimental program carried out by state's division of highways in attempt to reduce accidents caused by wrong-way drivers; such drivers cause about 8% of fatal freeway accidents; about 40% of wrong-way incidents occur because vehicles enter at off-ramps.
