Procedure employed by Smith Rice Co in raising of oil tanker sunk at Pier 26 in San Francisco; illustrations given; Richlube, while standing in to service steamship Morris Sheppard during high run of ebb tide, received penetration of shell on starboard side of engine room just under main deck fenders; vessel came in contact with rudder or propeller and opening of hull was of such area that vessel, in loaded condition, could not be prevented from sinking.
