850 persons were killed in noncommercial flying accidents in 1948 and 550 in 1949; pilot error caused 90% of these accidents; accidents due to weather increased in 1949 to 142 from 113 in 1948; therefore, weather is growing in significance as cause of fatal accidents; this is emphasized by figures resulting from classifying these on basis of pilot ratings; largest number of fatalities due to weather occurred in private pilot category, representing 70% of total.
