System consists of 1-in. thick natural rubber brake pads bonded to steel plate insert and attached by chains to frame bolted to vehicle chassis in front of rear wheels; when emergency handle is pulled, brake housings open, allowing pads to fall on roadway under wheels; design and operation of system, developed by Shand Safety Equipment, Australia, are summarized.
