Editorial comment; whereas British Admiralty feels reasonably confident of Navy's ability to safeguard its own oil supplies in time of war, no such guarantee can be given to mercantile marine; if this fact would be brought home to ship owners, movement to exploit coal as emergency or auxiliary fuel would receive fresh impetus most urgently required in national interest.
