Owing to foul ballast and bad drainage conditions in Franklin tunnel, near Richmond, Calif, track required complete rehabilitation; first phase, carried out after drainage conditions were corrected, involved renewal of ballast and liberty renewal of ties; last phase of work consisting of replacement of existing 90-lb rail with welded 112-lb rail, is described.
