Paper presents extensive treatment of self-contained techniques, any of which can be applied by space vehicles on geocentric, selenocentric, heliocentric, or planetocentric orbits; methods use observations of landmarks of principal body or stellar observations to determine orientation of orbit plane in inertial space; once orientation of orbit plane is known, three more measurements are used to uniquely determine two-body orbit.
