Approach to VTOL aircraft initial response criteria presented involves objective maneuver requirements based on mission of aircraft; example maneuver criterion, found to be valid for roll and pitch axes, is defined for helicopter-type operation; results are compared with accepted control requirements and flight and simulator data relating to pilot acceptance; 2 strong single-rotor configuration effects are discussed in relation to control criteria and test data interpretation; possible origin of minimum damping value is shown to relate to precision flight maneuver and pilot response time.
