Need for international agreement in problem of finding frequency space, on technical characteristics of communication satellite systems, etc, is noted; attention is then given to technical aspects of system design, orbit systems, synchronous and sub-synchronous orbits; possible approach to sub-synchronous orbit system using 12 satellites in circular equatorial orbit at 14,000 km height (8-hr orbit) is shown in table.
