Propellant production on moon is proposed to eliminate payload propellant from earth takeoff weight; 10,000-lb payload can be landed on moon by 3,500,000-lb vehicle; propellant manufactured on moon can then be added to give 30,000-lb return vehicle 9200 fps velocity capability required for its trip to earth; total mission weight would be 3,530,000 lb; if no lunar propellant were available, it would be 10,000,000 lb; requirements for lunar propellant plant and possible equipment, e.g., rock crusher mining and locomotion equipment and equipment for processing and storage, and housing.
