Center to be built represents part of NASA effort to upgrade its electronics-research capability; reasons for increasing electronics research to meet future needs are outlined; proposed facilities, near M.I.T. and Harvard University, will consist of 10 laboratories, together with Engineering and Administration building; research program will encompass following principal technical areas and consist of 25% basic research, 50% applied research, and 25% advanced technological development -- component technology, instrumentation, data processing, systems, guidance and control, electromagnetics.
