Author points out that proper traffic legislation, whether by State, city, or county bodies, should be result of engineering determinations and careful surveys of conditions, rather than of snap judgments; publicity so far as traffic control is concerned should be for purpose of educating public in what is expected and how best to comply with necessary regulations.
