Buoy developed is discussed on basis of environmental problems, system design requirements, system evolved, and laboratory through final deep water deployment tests; it was desired to place floating surface buoy in water depths of 15,000 ft; size of buoy system was limited to specific maximum for reasons of handling, launching, and anchoring; surface buoy was expected to withstand wind and wave conditions at sea and to maintain itself on station for significant length of time.
