Acquisition of "Empire State" for training of merchant-marine officers; tuition fee; course is two years and cadets successfully completing course are licensed as third mate or third assistant engineer, and obtain immediate employment; ship is 401 ft, long, 54 ft. beam, 24 1/2 ft. normal draft, normal displacement 11, 450 tons; engined with Curtiss type, General-Electric geared turbines of 2500 hp., speed 11 1/2 knots.
