Conclusion drawn is that problem is so complex that equable solution can be reached by dealing only with one port at a time, subject to slight revisions to compensate for changes in rates and practices at nearby ports; this can be done under present conditions if Interstate Commerce Commission exercises its powers, without any increase of jurisdiction to cover municipal terminals becoming necessary.
