Analysis of extent of parallel between racing and fighting planes; Government program to produce say two air-cooled high-speed racing planes each year for three years to enter in Schneider Cup and to strive to better existing speed records is recommended as well worth while; United States woefully behind in design of high-speed airplanes and development of power plants for them, which is now being reflected in their fighting planes.
