Reasons for establishment of municipal aerodrome, its most suitable location, and best method of bringing it about; use of airports by regular service of planes along main lines, by taxi service, by private owner, and by light airplane clubs and schools; average gradient of any airport should not exceed 1 in 50; runways; in future whole airport surface will be concreted over.
