In his fifteenth annual report, chief inspector has again commended those railroads that have applied low water alarms in effort to reduce number of explosions caused by low-water; attention called to danger resulting from use of reduced body staybolts; chart showing relation of defective steam locomotives to accidents and casualties resulting from locomotive failures.
