First step was appointment by Minister of Transport of special commission of railway engineers to select new types of locomotives; this commission recommended preparation of new designs, using standardized and completely interchangeable parts throughout; there are ten classes designed for use on standard-gage lines and to employ superheated steam; their axle load is 19.7 English tons; three types of non-superheated steam locomotives have been designed for switching purposes.
