Railroads figure largely in consideration of flood protection for many reasons; aside from being first agency for relief and rehabilitation they are largest taxpayers and their property requires expensive changes if flood-ways are adopted; brief review of work done by railroads in 1927 flood; 15 railroads damaged; property damage suffered by railroads, unusual reaquired; army of men employed; new plans bring railroad changes.
