One to one hundred-scale model port and sufficient offshore area was used to investigate arrangement and design of certain proposed harbor improvements with respect to wave action; of plans tested, optimum configuration appears to be that designated as plan 12; proposed 1300-ft long north breakwater and 370-ft long south breakwater wing can be replaced by revetted fills; length of south breakwater should be increased by 400 ft; northern end of proposed harbor should be redesigned.
