Importance of safety to sound and rapid development of aircraft industry and areas where improvement can be readily made; by implementing three suggestions it appears likely that fatalities could be cut 25%, accidents 20%, and "pilot error" accidents by 40%; in these cases, human limitations would remain same, but tools would be designed to overcome them.
