Soil tests for expansion of Philadelphia Southwest Airport revealed need for extreme care in placing fills to avoid formation of mud waves; specifications required that compaction should be done with tractor weighing at least 17 tons; field tests showed that 95% compaction was obtained from hauling and spreading operations, and 110 to 115% by six passes of tractor.
