Instances wherein plant rubbish was deliberately loaded into empty freight cars to get rid of it at railroad expense, were uncovered in study of car cleaning problem conducted by western railroad; road's experience indicates that cleaning out of debris left in freight cars may be costing railroads as much as $60 million per year; problem being considered by Assn of American railroads, National Assn of Shippers Advisory Boards and regional shipper advisory boards.
