Testing station at Rugby consists of two main buildings, with rail and road approaches; larger building comprises test house, adjacent preparation shed, coal bunker annex, and foreman's office and messroom; smaller building houses administrative offices and chemical laboratory; testing plant consists of seven pairs of rollers which support locomotive; each of rollers is coupled to Froude hydraulic brake; capacity of plant rated at 4500 hp.
