Planned rotation of inventory to maintain predetermined average age is necessary to prevent overrunning ecnoomic life; notes on cost of repairs, economic life, intensity of use, improvements in design, high locomotive mileage, and long locomotive runs; conclusions based on study of repair costs of over 14,000 locomotives, covering over 36,000 locomotive years on some 20 railroads in United States.
