It is suggested that concentration should be on methods of increasing average all weather speed of surface ships and that other factors, involving motions as well as added resistance, would fall into place; existing literature is reviewed, and suggestions made for continuing research with ultimate goal of understanding ship motions in irregular ocean waves.
