Effects of traffic on activities of modern highway engineer in planning, design, construction and management are considered; relationships between traffic speeds, flows and road capacities are described in terms of levels of service to motorist; use of cost/benefit analyses in linking of traffic computations with construction programs is stressed in establishment of priorities for projects; interrelation of road traffic and construction is discussed in relation to regional development, standards of construction and phasing of activities in field.
