Theoretical study is set forth on improving route capacity of large and complex urban railway system; analysis of trips in central area of 1 mi radius and inner suburban area of 10 mi radius shows that existing system dissipates disproportionate amount of its resources on serving areas which are best served by bus; proposals for improving transit system include interconnection of existing railroad lines entering London by construction of tube lines.
