Design study of inspection satellite is used to test feasibility of developing lightweight system; "spin-pan" type of camera was selected -- that is, panoramic camera operating from spin-stabilized vehicle whose spinning performs cross-track scan of camera while film moves across slit located at focal plane; spacecraft and all of its equipment, film, developer, etc, would weigh about 250 lb; read-out camera characteristics are given; ground resolution expected would be about 20 ft at 125-nautical mi altitude and 40 ft at 250 nautical mi; satellite seems suitable to inspect extent of compliance by all nations to arms-control agreements.
