Device proposed eliminates propellant expenditure and makes multistart-stop operations feasible; deployable reaction flywheel of large radius consists of small weights at ends of light flexible cables driven by motor through leading section of cranks at " flywheel" hub; deployment and retrieval techniques are considered; device can be applied to most full-vehicle rotation configurations making it possible to start and stop rotation frequently, to use periods of vehicle rotation for crew gravity therapy and operations such as internal maintenance, and periods of nonrotation for such operations as observation, experimentation, maneuver, rendezvous, and docking.
