Method is presented to relate specifications of orbiting research laboratory to experimental program requirements and mission flexibility; method is illustrated using program requirements developed as part of Manned Orbiting Research Laboratory (MORL) study; characteristics of "average" experiment are presented; crew size (9 men), experimental volume (1650-cu ft), power (2-kw) and logistics system weight delivery capability ( [similar to] 25,000-lb experimental weight/yr) are related to proposed work load expressed in terms of number of experiments to be performed; requirements are summarized for Saturn IB-launched MORL with lunar orbit potential, if launched by Saturn V.
