Present plans for first Apollo mission include two operational constraints which will prevent extended stays at arbitrary lunar site; two constraints are examined and importance of capability of landing at any lunar site for extended period of time is shown; these two objectives can be met if site is near lunar equator but that circumlunar and "anytime" Lunar Excursion Module (LEM) launch constraints must be removed if sites far distant from equator are to be made available; relationships are presented for pre-descent and post-ascent waiting periods, surface stay-time, site longitude, and translunar and trans-Earth flight-times.
