Scope and studies carried out by Federal Highway Administration are discussed; one approach to problem of relieving traffic congestion and enhancing safety in urban areas is TOPICS (Traffic Operations to Improve Capacity and Safety) program; it involves expansion of federal aid primary system in urban areas so as to enlarge mileage of streets that can receive federal aid for certain kinds of engineering improvements which involve channelized intersections, left turn slots, separate bus lanes, truck and bus loading stations, and signal control systems; implementation of programs.
