Center at Ohio State University is being planned as facility for study of various components of highway transportation system, and study of interaction between components that make up system; 5600-acre research complex will contain some 60 to 70 mi of roadways, buildings and 6000-ft airstrip; planning includes establishing overall framework within which research and development demands can be related to available and potential resources, determining nature, magnitude, and urgency of demands and nature, quality, and quantity of resources, identifying constraints on future operation, and establishing payoff of alternative programs.
